The logistics performance of Indian states and Union territories was released in a report by the Union Minister for Commerce and Industry Suresh Prabhu in New Delhi.
- The LEADS (Logistics Ease Across Different States) index is an indicator of the efficiency of logistical services necessary for promoting exports in particular and economic growth in general.
- It is based on a stakeholders’ survey conducted by Deloitte for the Ministry of Commerce and Industry.
- Among 22 states, Gujarat has topped the logistics index chart followed by Punjab, Andhra Pradesh, Karnataka and Maharashtra.
- The ranking is based on the analysis of perception with regard to eight parameters, including infrastructure, services, regulatory process and safety of cargo.
- Among the Union Territories, Daman and Diu occupies the top slot followed by Delhi and Chandigarh.

Logistics or the management of the flow of resources such as cargo, documents, information and funds through a range of activities and services between points of origin and destination is a key parameter in deciding the trade competitiveness of a state or country.
LEADS
LEADS is loosely based on the World Bank’s biannual LPI (Logistics Performance Index) on which India was ranked 35 among 160 countries in 2016. LEADS is based on eight parameters such as infrastructure, services, timeliness, track and trace, competitiveness of pricing, safety of cargo, operating environment and regulatory process.
