Current context: General Bipin Rawat has been named India’s first Chief of Defence Staff (CDS) on 30th Dec 19.
General Bipin Rawat: India's First Chief of Defence Staff
  • On 31st December 2016, he was appointed as the Chief of Army Staff and was to retire on 31st December 2019.
  • On 24th Dec 19, the Cabinet committee on security has approved the creation of the CDS.
  • After that, the Ministry of Defence has recently amended the Army Rules 1954 to allow the CDS to serve upto a maximum age of limit of 65 years.
  • ABOUT CDS:
    1. The CDS will serve the single point of contact for the different branches of the armed forces.
    2. It will be a 4 star general from either the Indian Army, Navy or Air force and would be paid up salary equivalent to that of a service chief.
    3. He has been described as "first among equals" among the service chief.
    4. He will not be allowed to take up any private employment without prior approval for a period of 5 years after demitting the office.
  • Functions and responsibilities of CDS:
    1. To facilitate the restructuring of military commands for optimum utilisation of resources. However, the CDS will not exercise any military command over the 3 service chiefs.
    2. To perform Jointness in operation logistics transport, training, support, services, communications, repairs and maintenance of the three services within 3 years.
    3. The tri-service agencies organisations and commands relating to cyber and space will be under the command of the CDS.
    4. He will also function as the military advisor to the nuclear command authority.
    5. The CDS will also act as the permanent chairman of the chief of staff committee.
    6. He will serve as the principal military advisor to the defence minister on tri-service matters.
    7. He is tasked with trimming the weapon procurement procedures of the armed forces.
