Current Context: National Conference on Kharif crops 2020 was virtually addressed via video conference by Union Minister of Agriculture and Farmers' Welfare Narendra Singh Tomar.

  • The moto behind the conference was to discuss various issues and list out steps in consultation with the States about preparedness for Kharif cultivation in view of the lockdown situation amidst of novel coronavirus.
  • Also, Mr. Narendra Singh Tomar has urged the state leaders to focus on the two schemes namely PM Fasal Bima Yojana and Soil Health Card scheme to each farmer in the State.
  • Static Part: PM FasalBima Yojana: It was launched in 2016 which provides insurance cover and financial support to the farmers in response to any case of failure of crop due to natural calamity, pest or diseases. The scheme covers Kharif crops, rabi crops, annual commercial and horticulture crops. Premium paid by farmers: 1.5% for Rabi crop, 2% for Kharif crops.
  • Static Part: Soil Health Card Scheme: It was launched by PM Narendra Modi on 19th Feb 2015 at Rajasthan. It aims to issue soil health cards to farmers every two years so as to provide a basis to address nutritional deficiencies in the soil.
