- The report is published by the CATO Institute of America in association with more than 70 think tanks in the world.
- The index is measured in 5 broad areas with respect to Degree of freedom: (1) Size of Government (2) Legal System and Property Rights (3) Sound Money (4) Freedom to take Internationally (5) Regulation.
