Current Context: The Government of India has constituted the Apex Committee for the Implementation of the Paris Agreement (AIPA).

  • The AIPA is constituted to enhance coordinated response for climate change matters in order to keep India on the proper track to meet its climate change obligations under the Paris Agreement, including Nationally Determined Contributions (NDCs). 
  • This committee will be acting as a national authority for regulating carbon markets in India under Article 6.2, Article 6.4 and Article 6.8 of the Paris Agreement.
  • The committee will be chaired by Secretary of Union Ministry of Environment, Forest and Climate Change (MoEFCC) and the vice-chairperson for the committee will be additional secretary of MoEFCC. 
  • The committee will be responsible to regularly update and report the NDCs to the United Nations Framework Convention on Climate Change (UNFCCC).
  • The AIPA will also set the responsibilities of the government ministries which will help to achieve India’s climate change mitigation and adaptation goals and will submit the report for the same for every six months.
