The development is relevant to India’s diplomatic outreach and its efforts to strengthen relations with Latin American and Caribbean countries.

Banking:

  • On 13 October 2026, the Securities and Exchange Board of India issued a consultation paper proposing stronger monitoring of funds raised through public issues. A major recommendation would require monitoring agencies irrespective of issue size, excluding offer-for-sale amounts. Agencies would report directly to stock exchanges, improving transparency over how companies use fresh capital. The proposals also include a ₹50,000 fine for each instance of non-cooperation and further enforcement measures for unresolved defaults. Public comments were invited until 3 November 2026. These are consultation proposals, rather than rules already implemented.
  • On 12 October 2026, SEBI communicated an extension of its IPO issue-size relaxation to the Association of Investment Bankers of India. The relief applies to IPOs opening on or before 31 March 2027. Eligible companies may increase or decrease the fresh-issue component by up to 50% without filing an entirely fresh draft offer document, subject to conditions. The primary objective of the issue must remain unchanged, and lead managers must update disclosures and certify compliance. The measure helps issuers respond to market conditions while retaining disclosure and regulatory requirements.

Science and Technology:

  • On 5 October 2026, mathematician and former professional American football player John Urschel submitted the research paper On the Growth Factor of Random Matrices. It addresses a longstanding conjecture associated with Nick Trefethen concerning Gaussian elimination with partial pivoting, a method used to solve systems of linear equations. Urschel proved that the growth factor for a Gaussian random matrix is rarely substantially larger than the square root of its dimension. The result improves understanding of numerical stability, helping explain why this widely used computational method usually performs reliably despite potential rounding errors.
  • On 14 September 2026, Antarctic sea ice reached its annual winter maximum of approximately 17.59 million square kilometres, the third-lowest maximum in the satellite record. NASA highlighted the finding on 12 October, using observations analysed with the National Snow and Ice Data Center. Antarctic sea ice normally expands during the Southern Hemisphere’s winter and retreats towards a February minimum. The measurement concerns floating sea ice, rather than the continent’s land-based ice sheet. Scientists continue monitoring the region to understand how recent low extents relate to longer-term changes in the Antarctic environment.
  • On 12 October 2026, IIT Kharagpur launched the NDLI-FERMI AI Tutor and a separate free online preparation platform for GATE and JAM at its Research Park in Rajarhat, Kolkata. Access was announced through the Gemini API, Google AI Studio, Gemini platform and selected subscription-based Google products. Google described applications in coding, research, cybersecurity and professional workflows. Its launch announcement also highlighted a one-million-token unified input-output limit for extended tasks. The release expands Google’s AI offerings for developers, enterprises and consumers. Performance comparisons and claimed productivity improvements were presented by Google and should be understood as company-reported results.
  • On 8 October 2026, the European Space Agency released the first Earth views from Copernicus Sentinel-3C, launched aboard Vega-C on 15 September 2026. Its Ocean and Land Colour Instrument captured a natural-colour image of Italy on 30 September, while the Synthetic Aperture Radar Altimeter returned measurements including observations over the Greenland Ice Sheet. The satellite supports monitoring of oceans, land surfaces and ice. These initial observations demonstrated that key instruments were operating after launch and provided an early milestone in preparing the mission to deliver environmental and climate-monitoring data.
