Current context: The 15th Finance Commission has decided to constitute a High Level Expert Group on Agriculture Exports on 17th Feb 2020.

  • The Expert group is being constituted with the purpose:
  1. To recommend measurable performance incentives for States to encourage agri exports.
  2. To promote crops to enable high import substitution.
    1. By assessing export & import substitution opportunities for Indian agricultural products.
    2. Suggest ways to step up exports sustainably and reduce import dependence.
    3. To identify the impediments for private sector investments along the agricultural value chain.
    4. To suggest appropriate performance-based incentives to the state governments for the period 2021-22 to 2025-26.
  • The 8 member High Level Expert Group on Agriculture Exports constitutes:
  1. Sanjiv Puri, Chairman and Managing Director, ITC - Chairman
  2. Seven members:
    1. Radha Singh, former agriculture secretary
    2. Suresh Narayanan, CMD of Nestle India
    3. Jay Shroff, CEO of UPL
    4. Sanjay Sacheti, country head at Olam Agro India
    5. Chairman of Agricultural and Processed Food Products Export Development Authority (APEDA)
    6. Sachin Chaturvedi, director-general at RIS
    7. A representative of the food processing ministry
  • The Committee will submit its recommendations within three months for further consideration of the Commission.
