Data Governance Quality Index by NITI Aayog

Current Context: Data Governance Quality Index (DGQI) is a survey conducted by Development Monitoring and Evaluation Office (DMEO), NITI Aayog to assess the data preparedness of different Ministries/Departments on the implementation of Central Sector Schemes (CS) and Centrally Sponsored Schemes (CSS).
DGQI Assessment for Q3 FY23: MoPSW Ranked 2nd among 66 Ministeries with Score 4.7
  • The survey aims to measure the maturity level of administrative data systems and their use in decision-making across three pillars: data strategy, data systems and data driven outcomes. 
  • The survey also provides a framework for self-assessment of data preparedness levels and identifies the key areas of improvement for data-driven governance.
According to the latest DGQI report for 2022-2023 Q3, the top five ministries are:
  • Ministry of Health and Family Welfare with a score of 4.9
  • Ministry of Ports, Shipping and Waterways with a score of 4.8
  • Ministry of Education with a score of 4.7
  • Ministry of Rural Development with a score of 4.6
  • Ministry of Housing and Urban Affairs with a score of 4.5
The bottom five ministries are:
  • Ministry of Coal with a score of 2.1
  • Ministry of Steel with a score of 2.0
  • Ministry of Petroleum and Natural Gas with a score of 1.9
  • Ministry of Mines with a score of 1.8
  • Ministry of Power with a score of 1.7
