Current Context: Fourth and the fifth part of the economic relief package for Aatma Nirbhar Bharat Abhiyan was launched by Finance Minister Nirmala Sitharaman.
- The decision to bring commercial mining under the coal sector by introducing a revenue-sharing mechanism was introduced in the fourth part of the economic relief package.
- Coal gasification/ liquefication will be incentivized through rebate in revenue share, thereby having a lower environmental impact and it will also be led to switching to the gas-based economy.
- ‘Make in India’ to be introduced in the defence sector in order to make India self-reliant in terms of the defense sector. FDI limit from 49% to 74% will be increased in defense manufacturing.

- In order to create social infrastructure projects, the government has made provision of Rs 8100 crores which will go in the form of the Viability Gap Funding scheme.

- Also, the FM minister declared to launch one earmarked TV channel per class from 1st to 12th which will be based on the concept of ‘ one class, one channel’.
- ‘Manodarpan’ initiative will be launched to provide psychosocial support to the students.
- Also as per the center's request, RBI has increased: - (a) Ways Means Advance limits of the state by 60% (b) Number of days state can be in continuous overdraft from 14 days to 21 days (c) Number of days state can be in overdraft in the quarter from 32 days to 50 days.
- Also, the FM minister announced that states net borrowing ceiling for 2020-21 is Rs 6.41 lakh crores based on 3% GDP.
