- The plan to set up classrooms in state prisons is to provide a learning environment to the inmates. This decision is part of the government's mission to "transform lives of inmates and enable them to join social mainstream as reformed convicts".
- The department is planning to set up classrooms with a capacity of 50 students in each jail. In the initial stage, two or three classrooms with a capacity of 50 students each will be constructed. In the future if more rooms are needed the capacity will be expanded.
- The prisoners will also be provided with library facilities. This will induce a habit of learning and education and will also provide them an opportunity to effectively utilize their time in prison.
- The jail inmates are classified into three categories based on their educational qualifications. There are 271 inmates under Category A who are illiterate. Under the State Council of Educational Research and Training Programme, they will be taught to read and write.
- Category B inmates who are eligible and interested to appear for the class 10 or 12 board examination will be enrolled with the National Institute of Open School. There are 49 prisoners belonging to Category C, who have done their class 12 and are motivated to take undergraduate courses at Jagat Guru Nanak State Open University.
